Ultimate God, that is exactly what it is supposed to do. Lets a player join a save game as the caravaneers, then you have an edict that says "become the crisis" which you can use to switch to the Fallen Empire or Crisis faction. This is excellent for multiplayer games because player driven crisises are much more fun.

I'm confused. Does this allow you to become a fallen/crisis empire or is it something different?
