I used blenders wave modifier to create the heightmap then messed around with the material editor until I got this as a result.

Flying vehicles?

I'm probably not going to add derivable vehicles because it would be really hard to drive vehicles in this type of terrain and I'm going for a style similar to the Miniature World map so no large vehicles.
