楽しく遊ばせて頂いております。
現在1.11.13barbarossaでプレイしているのですが、国家特性が無い、研究でペナルティを科されるなど問題がいくつかあります。
バージョンはいつのものを想定されていらっしゃるでしょうか？

Telling the truth, the mod can be played without Japanese language mod, but all of the words are garbled. This is so serious problem that we can't play without inconvenience.

The mod bring serious errors when Man the Guns isn't installed, so it requires DLC. I'm making efforts to address to non Man the Guns.

前にmod制作時に調べたところ、信長の野望の野望のグラフィックは非営利個人使用なら大丈夫なはずですよ。

マップの漢字に関してはAdditional Japanese map fonts modがほとんどの漢字をカバーしています。

グラフィック代替えとしては大名に関しては肖像画でだいぶカバーできると思います

日本語modではマップ上に表示できる漢字が少ないのでこのようになっております。
これについては州及び大名の名称を漢字で表記できるmodを別で開発するかもしれないです。

hoi4からもともと存在している騎兵をアイコンごと変えて旗本か何かに変えて
戦車(機甲師団)の名称を騎馬隊に変えてみてはいかがでしょうか？
