incredibly late to this thread, but I think what might have happened is that when the modder searched up the M16 to further research the weapon, he saw videos showcasing semi-automatic civilian clones of the M16, so he thought that the gun was actually a simple target rifle instead of a select-fire military weapon.

its 3 round burst too
check wikipedia, i invite you to do so.


and it fits the galil More, since there is No burst weapon.

No they're not, they're semi and burst, well, it depends on which M16, M16A4, or M16A1, etc.
