I have no reason to believe it doesn't work on 3.5, but haven't explicitly verified so.
It just changes the intel level visibility levels, so saves are unaffected (bar any changes that result from having this increased visibility, of course).

I modified the base game's intel level system. If the AI uses that, which I assume they do, then yes, the AI is affected as well.

Was a bit annoyed by some of the intel level stuff, this should help ease some of that up for me.
