It's probably broken because of that update CA did to the shogun 2 launcher. If you want to edit them personally for yourself then all you need is packfilemanager (just google the name), launch it, select shogun 2 download location, then select in the top left file>open, then open the data.pack file in your shogun 2 data folder, navigate to db>cai_personalities_budget_allocations_tables and then change the appropriate numbers in the agent funding cap and whatnot to zero or whatever you want it to be.

When CA updated it broke all the mods such that I couldn't use any of my own mods despite selecting them in the launcher, so I resorted to just editing the game files in such a way that it can't be ignored by the game. and any time you mess up something or it causes the game to not work you can just re-verify game files and steam will re-download the original data.pack for you, removing any alterations.

This mod seems to be broken, but another mod <AI no navy no agent> still works. I don't know why it is broken. I don't want the AI ​​to send out agents, but I want the AI ​​to be able to build a navy and I want to fight naval battles. :)

Awesome, thanks for getting back to me so quickly. Ended up starting anew file anyways because the AI spammed agents. Had 3 times the amount of agents as he had provinces somehow haha. Mods working great on the new file.

It should be updated now. Had a problem with the new launcher because it wouldn't update, or do anything in fact. Turns out the new way to upload mods requires the thumbnail to be a .png and not a .jpg like it was in the past. A good change that I wish they would have mentioned somewhere. If any of you in the future want to ask legacy mods to be updated mention this in case the modder doesn't know.

Plausible fix would be to make it so agents are not recruitable by the player or the AI, either by making them ridiculously expensive or just making it so you cant recruit them. Would this kind of a mod interest you?

Indeed it cannot. Moss has it's own AI budget allocations file, which overwrites the vanilla one, and as this mod only modifies the vanilla file, it cannot affect moss.

No, however, the agents that the AI has already recruited will be unaffected and work as usual, however this mod will prevent them from recruiting any new agents from the moment you activate it.
