Sounds like you have a mod installed that's somehow breaking the json library or something like that. The stats would only fail if they weren't saving properly, and I honestly don't know any reason why that might be the case other than someone breaking the library that aids in saving data.

Have you checked your console for errors?

This was indeed sometime past 11 months ago and I'm only now commenting. Yes, mine was only a minuscule amount of shotspeed.

Speed is randomly selected as a number between 0.05 and 0.3
Tears are randomly selected as a number between 0.15 and 1
Damage is randomly selected as a number between 0.25 and 1.75
Range would have been randomly selected as a whole number between 0.075 and 5, but was scrapped
Shot Speed is randomly selected as a number between 0.05 and 0.25
Luck is randomly selected as a number between 0.3 and 3
Once each value is generated, it is saved and the values will not change unless the save data is lost

Meaning, theoretically, the "Perfect" copy of the Wario Hat gives the following stats:
