Consider yourself warned, this mod is old and buggy. It's not like it's going to ruin your game or anything, but it will mess with the map some. I unlisted it because I'm so damn tired of people complaining about a mod that I released so long ago

it doesn't truly move the border, it technically moves the map, so yes, it effects water
