It appears that its the planets.... Any modded planet, my wheels don't spawn. Wtf?

Does this mod destroy all wheels on spawn vehicles and such? I can't figure out why wheels aren't spawning on my spawn ships anymore. Trying to narrow down what mod is causing it.

i found out the mods have to be in that exact load order or ur metal wheels act like boats
