You need to send me some screenshots and your Modding.log + Lua.log files from ..\<User>\AppData\Local\Firaxis Games\Sid Meier's Civilization VI\Logs . A savegame where the problem shows up too if possible.

I added this to my TODO list, though I won't have time to do anything for a while.
Using them together causes severe game stutters for some reason.
- CQUI is breaking something in the lua chain of city banner files and some function it overwrites is incompatible with the patch. I'd guess the issue is related to XML files (= graphical appearance of the banner). Solving such problems is a pain and I do not have time for this.
- Note that when major lua/game engine failures occur, anything can happen, from city banners showing nonsense to the game making your PC freeze.
Can you try without CQUI but with all other mods (it's better that you try as many mods are not save-dependent)? There is some weird interaction with my compatibility patch that breaks the lua chain.
Another test and a workaround is to use Concise UI Reloaded instead of CQUI.
As a sidenote, you have (minor?) errors related to your custom civs.
