I just tried using GME from steam and everything works accordingly, both localisation and picture wise, for every monument you said plus I tested a few random ones to cover all the files
I bet there has been a problem with the download of the mod from steam itself and I'd suggest a clean reinstall of the mod, do you need a hand to do it? (:
seems like the mod was not fully installed by steam, I'd suggest two ways:
#1:
1. Open Launcher
2. go to Mod Library
3. Click on "Reload Installed Mods" [circular arrow on top right]
3.1 check the "Also clear out cached information and update from server"
4. see if problem persists

0. close the game and the launcher
1. uninstall the mod from Steam
2. clean the folder installed in "steamapps\workshop\content\236850\2469419235"
3. clean the file "Documents\Paradox Interactive\Europa Universalis IV\mod\ugc_2469419235.mod"
3. reinstall the mod from Steam
And see if it will fix (:

It was actually chose not to use the province_is_or_accepts_religion to exclude all the
Secondary Religion / Religion Cults / Harmonisation
and similar mechanics
Due to the increase amount of religious monuments and not give Tengri/etc a significant edge; this on top of plans with Tengri/etc-specific monuments ^^
Same-see obviously to not allow Buddhism to Dharmic/Accepts Dharmic
Cultural wise it depends,
Some monuments are enabled via accepting cultures, but some are instead based on being of that culture due to how it would make no sense for some monuments if you weren't of that particular culture
- emf_religion_is_buddhist with province_is_buddhist_or_accepts_buddhism
- province_is_buddhist_or_dharmic with province_is_buddhist_or_accepts_buddhism_or_is_dharmic
- has_owner_accepted_culture with province_is_or_accepts_culture
- has_owner_culture with province_is_or_accepts_culture
and for other religions :
- religion = xxx with province_is_or_accepts_religion { religion = xxx }
- religion_group = yyy with province_is_or_accepts_religion_group { religion_group = yyy }
And then you can delete all "has_owner_religion = yes"
Most (all ?) vanilla monument use it to get "The Religion of xxx is yyy and is either the state or the Syncretic Religion of the owner" as a condition in game

you might find both [GME + XXXX] add the same monument though
Great Projects are all loaded when you create a save.
After that you'd have to manually edit the save to add each monument [even only the ones you care about it]

some of the monuments [like your mentioned] were the first made when pdx went ham with Alhambra having like 10% Admin Eff and what not, so with internal testing and players feedback we found that they would have never been upgraded if the values were lower and seeing as "not worth it"
We have seen how pdx itself has not found a balance with their monuments whereas in the past updates they have released mixed monuments...
In general, unless they are region-wide monuments, we have seen players don't consider most of the local ones as "worth it" if not for specific monuments [like The Bock, the Rock of Gibraltar etc.]
We will think about it (:
Most monuments in the base game have about 4 modifiers and don't give you the best possible modifiers. If it's going to have a godly modifier like admin efficiency or gov cap then that needs to be the only great mod and 2-3 okay mods.
If you have a list we will happily remove them [when possible]
