The Spyphone is meant to be able to cycle through various key locations and teleport you there.
It should be working as intended on the Club Penguin map as well as Lee's Chemicals, but there might be some technical issues with it.

i assume the spyphone is meant to teleport you into the psa hq like in the actual club penguin but doesnt due to it not being added yet

At the moment, I'm taking a break from developing this to work on other things, and the fact that recreating areas from Club Penguin is really difficult to do accurately in Teardown.

I've actually gotten started on the next set of buildings for the next update, which will remain a secret for now, so keep an eye out for that!
