That's a sign that you've got some other overhaul map mod installed. Sorry for the extreme delay.
It's on the list.
The Tau Cannon is given a much better chance to show off its power than in vanilla, and the upstairs fight between the HECU and bullsquids is made more like HL1 by using a mix of melee and ranged bullsquids- recreating the frantic chase of a marine by a hungry bullsquid.
The lobby fight is remixed to have more distinct waves, better using the whole arena. Be warned though, it's tougher.
However, the tesla coil in the chamber with the frozen agrunts currently kills them instead of freeing them- though this seems to be a bug that is known and will be fixed in time.
That's the plan. The normal agrunts behave like they're lobotomized, and the xen grunts are far more fun and challenging to fight on top of being easier to use. There may still be some appearances of the basic agrunt, but most grunts will be of the xen variety.
Even if he is actually the one talking according to the scene file, it doesn't look that way in-game under regular circumstances, so I've got no plans on changing it at this time.
I don't like clicking random links, but what could this potential NPC bring to the game that's not covered by the 58686892929692 NPCs available in BM?

It's unfiltered line for the Human Commander. Besides, he doesn't wear a gasmask.
The full game download will be updated after some bug fixes to on a rail.
Our goals for questionable ethics were to do something, anything, with map E, to restore the chapter's combat centric nature, clean it up and add much needed detail, and to make it not play at sub 100 FPS on modern machines. I believe we accomplished all of that.
