Hi, how do i make it so all the citizens are like this and the male toga citizen?

I do not yet know how to do that myself. This brown toga female is included in the University City DLC. I simply saved it and uploaded it to the WS as part of the "Brown Cims" collection I made.

Well, may you create a jedi mod? :3 Or could you show me how to scale a character rig to the size of a cities skylines character? because I have a model for another mod I am able to create but I don't know what size the skeleton needs to be.
