Download a Diplomacy mod that forces AI into diplomatic actions. E.g. Cyanide's Easy Diplomacy.
Start a game as Koinon Hellenon (Athens)
Use your starting ship to discover Rhodes. Force Sparta and Rhodes into a confederation. (Optional: Add Crete into the confederation.) Declare war on Makedon. Form a NAP with Egypt, and ensure you are trading. Use your spy to discover Epirus. Have Egypt and Epirus declare war on Macedon. You declare war on Epirus too.
Save your game, exit Rome 2, and deactivate ‘Easy Diplomacy’ on your next start-up.
This works fine, no one ever reads mod descriptions.. sheesh

IIRC a fourth general should have been the Cav Bodyguard unit. I'll look into this when/if I return.
Was an awesome mod when it worked, i dont think the creator is coming back so here's to hoping someone makes an updated version someday
But it's a bit true that is a bit OP and need more units but it's almost perfect.
Just one question, why Athenian cavalry doesn't appear as general in custom battle ? I tried to modify this in PFM but still doesn't appear. I only have three units to be my general : Royal Spartans, Rhodians selected hoplites and Athenians Hoplites

1.) Being unable to upgrade the Spartan capital is NOT intended. I've just frankly been unable to make the Spartan reforms work with this faction.
2.) While the KH is indeed a little OP, I want to point out it's no less OP than Athens is. The Mercenary Reform trait is staggeringly good.
