@Zentra: Yes, this is one of the limitations of mods that change biomes: they cannot change regions that have already been generated.

If you enabled the mod, you'll end up seeing some changed regions if you expand a lot... But yeah, best thing to do is to start a game with it already activated.

Doesn't seem to work when applying to an existing game.
