Thanks Kyouko, this is a good tip! Especially if you only mod watch towers. In my case, I mod all buildings where soldiers can watch the population from a distance and there is always a building of this genre for every terrain type. But you made me realize that I was missing a category of buildings that can be built on plains and farmlands :)

@Murden Hello i took inspiration from your idea and incorporated a similiar control idea into my innovations lite mod but i allso made it so watch towers can be constructed in all terrains it's less work than modifying several buildings

Not all provinces allow watchtowers to be built. It depends on the terrain. Also, the actual name for a level 1 tower is "Mudbrick Towers".

How do you build watchtowers?. I don't have the option available in my buildings screen?
