Copy the 6 .dll's (if on Windows) into your "\Project Zomboid Dedicated Server" folder.
Just so anyone else having the issue knows, you're not the only one and yes it is this mod specifically.
https://www.reddit.com/r/projectzomboid/comments/1lyw5ww/psa_for_all_server_owners_who_is_facing_steam_mod/
My server is hosted by Indifferent Broccoli (Linux) and I have Windows. To get the actual steamclient.so file I needed to replace in two locations in my server control panel, I joined the Discord linked in the Reddit post. In the #announcements channel, there's a thread titled "Server Unable to Updated Mods..." that has a direct link to the steamclient.so file you'll need.
I downloaded that file, backed up the existing steamclient.so files from my control panel, and replaced them. I then restarted my server and watched the Console tab to ensure it was working. Took about 15m to restart since I have ~250 mods, but the server eventually went back live and my crew was able to successfully join.
Hope this helps, good luck all.

For windows, need to update steamclient.dll, steamclient64.dll, tier0_s.dll, tier0_s64.dll, vstdlib_s.dll and vstdlib_s64.dll. You can get them from steamcmd as well.
It is not a mod issue, it is PZ using outdated API.
In Nitrado you should have some FTP Credentials in your Dashboard.
You can connect yourself with an Client like FileZilla and basically move around files like in your local machine.
but...i need to know when i can re-introduce the mod again.
keep on! thanks @Scavenger
It becomes defective when using any type of hat except the visor.
