Asdiany, if you go to "Workshop->Browse->Collections", there is a button called "Create Collection", and it's pretty straight-forward from there.
Likeyboi, I don't plan to release a base any time soon. Building ships comes far easier to me than bases to be honest.

This is the "ship quality concept" I'm going with, by the way: Common ships in the fringe settlements are either shipyard-made in systems closer to Earth (mainly old trading vessels like the Charmer, or personal combat vessels like the Masquerade), or completely homemade and makeshift. It is the latter type that most settlers used when they joined the Convoy, and I imagine that the former is considered archaic and worn by current Earth standards.
@TheGenesis7000, I loved the book!! I can't wait to read more about the TNF vs OSA or the universe Malmhird has created, in future stories. No pressure Mal ;)
