This is a ported cosmetic not a complete player model, you bone merge it to the engineer player model like a hat or shirt :)

There are guides to explain it better but basically you drag the bones onto each other then slide the ''zero'' slider to align it, sadly i cant remember off the top of my head which one you drag onto (the player model or the mesh)
