Reactor is always connected to the power grid unless someone breaks something.
The supercapacitor next to the reactor however, only delivers power to the grid when the grid load is larger the reactor output.
Batteries only deliver power to the grid when supercapacitor is empty. a known issue is that a broken supercapacitor with power left in it will prevent batteries from delivering power.
If the problem is, as you say, with the reactor itself, I have no clue. There should be a straight connection [Reactor -> "Reactor Junction box" -> relay component -> "Main junction box" -> rest of the sub]
