This should have a quests in it, and it should be in the more... wealthy Holds, excluding Morthal (It's a swamp...), Falkreath (Because that is/was the Black Brotherhood's hood (lol), and Dawnstar (Because it's just small, cold, and WILL be the Dark Brotherhood's hood (double lol). Everything else is a big city, or is greatly significant. Like Winterhood. It's small, but it's got the College. There should also be some dialogue in the Riften Thieves Guild connecting the two Guilds.

makes it feel more like oblivion, you could do a solitude one.
The drain cover before the ramp to the blacksmith and castle dour would be a good place to start.
