Just pause the game with 2 sitting German tankers and drag them into their positions.

Go to the icon in the top left that looks like a save file, then after clicking it just search up "Panzer 38(t)", click it, and use your spawn keys. My spawn keys are different than the base game so look at the controls.

Also so that I don't have to wait for me to do a Flak 37 I might just make an Sd.Kfz. 251. I know there are way too many that exist on the workshop like with the Tigers but I kind of want to do my own spin on it after a while.

Maybe. I kinda want to aim for early war and not well known tanks instead of the latter.
