You can easily find it on the internet without installing anything. Search "Steam Workshop Downloader" and this is one of the first results.
I don't know why it does this kind of thing but it's one of the solutions that works.
Check your mods folder (Documents/My Games/Sid Meier's Civilization 5/MODS and check if there's a .civ5mod file for this mod and if there's a folder for this mod.
If there's both, place the .civ5mod file in its respective folder or if there's only the .civ5mod file, use 7zip to extract it to a folder.
