For those dealing with this issue in the future, you need to find the alien data block at a ruin and then read it, like you would with a regular book. Then the recipe will be unlocked.

"Changes to prototype soft suit"
Figured out how to make bots not discard the suit?
Would be great if they could be made to remember where suit came from originally.
If it came from their own inventory then they would put it back into their own inventory (kinda like diving masks)
Because now they don't carry them around, but immediatelly stash it somewhere, mitigating main advantage of soft suit- having access to back-up diving suit even if you can't reach suit locker.
Well, I guess crux of the issue is less about the suits and more about bot AI.
Devs are improving bots all the time, so hopefully next updates will make it possible.
Kinda annoying that they will try storing suits somewhere, instead of carrying them around (or worse- after the breach fill lockers with soft suits instead of ordinary diving suits)
