This mod is a plugin for RPGO. If you don't want to use RPGO, you don't have a reason to use this mod.
Sadly, it does not. The only possible explanation to the console command not working is the Rescue Denmother mod not being loaded. Are you aware that the game doesn't load mods on the first launch after you delete the configs? Are you following these steps <https://www.reddit.com/r/xcom2mods/wiki/mod_troubleshooting#wiki_regularly_delete_the_user_config_folder>?
I then reflushed config and restarted another campaign with RPGO. I also did not go until the first retaliation mission but the console commands does not work anymore. One gets a message stating that this command is not recognized. I don't know whether this will help you understand what the problem could be.
Backpack is gone, you don't have to use it anymore.

Denmother can appear only on the first retalliation of the campaign. It should work for both old and new style haven retalliations.
