This map feels to bet difficult for playing if you are planning to play old fashioned way. Both the intersections and the railways are pretty annoying when starting. Without planning ahead you won't get far.
It gets better as soon as you begin to unlock additional squares.

playability: 3/5
If there are no cims moving in, then there's something else going on. Even on island maps with no highway or rail connections, cims will move in if you provide at least a harbor or airport.
Things to check include:
Verifying highway intersection ramps haven't been accidentally reversed direction (i.e. at least one off ramp and one on ramp)
You have powered water pump, water pipes, and your electricity lines go all the way *into* one zoned square
Check for anything other basic essential that might be held up, preventing cims from moving in
