(im playing an all desert map and they keep taking city-states spots from the city-states i specifically want to spawn)
One legitimate concern and possible bug: When I built my first Consulate I gained +1 Spy capacity as expected, but that disappeared when I built a second Consulate and I was back to 0 Spy capacity.
I managed to add the Mod into a savegame, so when I loaded it again, chan!
It is perfect por tall games. Nice job dude!
Thanks a lot for your awesome mod. I think i spotted a bug though :
MSTOVARIS seem to apply :
- to all spy, without any link to the consulate building (that is fine for me)
- to all offensive operation instead of only fabricate scandal
Otherwise, I adore this mod! It gets a little insane with some other mods like JNR's Sobor building and the bonuses France and Etheopia have towards diplo quarters but otherwise phenomenal work!
