Valvepipe are the bones you use for a ragdoll meaning they have HL2 anims with them.

I don't know what "valvepipe" is...but as long as proper credits are given, you can do whatever you want.

they also show up at the end of cliffhanger in mw2, likely since they have a group animation of exiting a helo that’s used a couple times in cod4

The CoD wiki describes them as being USMC Recon, though obviously their presence in "One Shot, One Kill" and their character models being used for the SAS in multiplayer kinda militates against that.
