The count limit is how many can be on the map when they decide to split. So I assume you had 37 (lower than 40) when they split and got 74 as a result.

Still, 39 spawning from a single orb at once is a bit much

where count-limit is the max amount on the map.
(my minions started off as a wandering event of about 12 minions, passing through , and i had to quickly tame as many as i could before they wander off the map, and this happened for a few events, and then i ended up with hundreds as each one gives birth to at least 3)
