You can enable it from the spawn menu. Look at the top right and goto the options category. There should be an option called Crosshair and then make sure the "Show Crosshair" option is enabled.

No, this only works if the server is using, or if you decide to use it in single player.

Nice addon. One thing you may want to add is - draw.NoTexture() - before draw.Circle. Otherwise, you can end up with an invisible surface.DrawPoly call.
