is it possible to make the rail only appear when a sight is equipped? similar to how the barrel shroud changes when u have a grenade launcher

Because the M16 on the original model changes bits of the handguard so it's able to be swapped here. The flat top rail is always there though, regardless of sights attached.

if the m203 only appears during sequences which require it to be visible, why can't the optic rail do the same ??

You could extract the addon, find the material for the optic rail and make it invisible by adding "$no_draw" "1"

I would do it if I knew how (only mod I've made is a flashlight mod like 4 years ago) but would love a version that totally ditches the rail and lets optics just hover at the benefit of getting clear irons.

Not in particular. The UMP has no modkit or default sights, pretty much the least moddable weapon.
