It means don't steal content and upload on gamemaps or any website if the author doesn't approve first. Even if you credit you need permission first.

no sorry, this is really annoying when you take time to make a hud icon, poeple complain when you make one and also when you don't , i could upload a separate version just for the hud icon, but you only need sv_consistency 0 to avoid any issue on local
