I'm not sure what to say; I have no technical know-how, so I'm afraid I don't know what the problem is with this model and the ARC9 addon. Perhaps looking at the console for error messages when you equip a weapon might help?

So i forgot to mention, i checked the model with the arc9 guns and it looks fine

That's probably what's wrong, as this model was created with Source's default animations and weapons, so it's probably an issue on ARC9's side.

ARC9 uses something called TPIK, which animates the weapon animations into the world, so they are incredibly detailed, but some models arent made for this, so they look a bit ♥♥♥♥♥♥

I vaugely remember which mod you're talking about, but I didn't make it.

Wasnt there a generic 80/90s swat PM and NPC mod? was that by you? if so what happened to it? the dupes i had for it are now showing errors

Hold "c", go up to "NPCs" on the top bar, "Weapon Override" and then choose what you want them to have.

also how do i give the hostile soldiers weapons?

I'm glad to see it tbh. I've been using this mod, a bullet time mod, the Synthtech health bars, and the Bored HUD mods, and it makes for a very cool fast paced action game. I often prefer to be a faceless soldier, cuz I can kinda roleplay where my character is a clone, or maybe has a serious injury on their face making them REQUIRE a mask, the possibilities are really endless, and I've been a sucker for gas masks for a few years now. Mix those things together and I can't even try to resist.
