Hi i think it is still limited by your factional allegiance. I played as the imperial forces, the french foreign mission appeared but even after accepting it I could not build the french trading district. Hope you could take a look at it, many thanks!

yes, you can build all three districts at the same time. I think it took me ~20 turns before the next offer. It is chance-based, but don't worry, it will come. Happy hunting :)
