Yes, you're supposed to have them docked. Do you have any screenshots? Videos?
Docked to it (unless there's another method I'm suppose to be using?), jump it to the scrapyard, and then unlocking. When docked to it, it doesn't even appear in the scrapyard menu just the ship I'm using to tow it appears.
I am local hosting the game for me and my fiance if that has any affect on it.
I had to put the tags in so it wasn't possible to double-sell. Was way too imbalanced that way.
Of course, now my ship doesn't have anywhere to really put docks for salvage purposes, but at least I know now XD
