Dyeing Rag Scarves is simple:
Find a character who has a "Color" and put a Rag Scarf on his belt slot. If that character is an enemy, you have to knock out or imprison him first.

My favorite dye is Grass Pirates - easy to find, vivid red, and completely sustainable.

I'm afraid I can't.
It depends on each mod. If asked, I would allow others to use my equipment mods and re-texture mods as a part of their mods. Please tell me which mod do you want to use.
But I am reluctant to allow others to use my building mods in their mods. Building mods might cause serious problems. So I want to keep them only under my management.

I don't use NCE mod, so I'm not planning to make a patch for it.
That is a far detailed explanation than I can do.
・Tweaked overlap meshes. This change may cause problem...scarf will be invisible when it is loaded the first time. However, at least in a few my play tests, the problem disappeared after I saved and rebooted the game.
・Drifter's Leather Jacket and all Rag Shirt variants now use overlap meshes.
