It acts like a Spirograph (a drawing toy first marketed in 1965 that involves poking a pen through a gear inside another gear and rotating to form spiral-like patterns on the paper beneath), allowing a single drill head to do the work of a much larger system (albeit very slowly). To answer the question "how do turn it on", it is likely controlled via a Control Panel on one of the Cargo Containers. As for "This only projects up to the first piston", it was built in creative rather than survival and is intended to be copy/pasted, rather than projected and welded.
1: the drill is too low and when pasting into the world it hits the ground and limits where it can be placed.
2: The rotors are already on and start moving once finished.
3: I recommend adding a few blocks going down to help place the rig on uneven ground.
Other than these 3 points this is a great blueprint!
