As for the nation instead selucid leaders created a lot of hellenic settlements in the empire, trying to hellenize the population, again for the armies and internal peace, they were however a very multiculural nation, and they inherited a huge chunk of alexanders empire specifically the former persian (far eastern and middle eastern) lands and the shatrapies were the empires vassals.
For unique ability and unit I would look there. Sorry for being a smartass. :)
Athough putting the UB into the context of history, it makes sense for it to retain maintenance costs and lead to financial disaster, as you have said.
Anyway, I am gonna give it a try despite the Courthouse replacement (not really fitting my gameplay).

However, now I have dilemma - which civ should be in the East in the rise of Rome scenario (III century BC) - Parthia or Seleucid Empire? :(
