Is there a way to wean characters off equipping these shields with ranged weapons? I'm tired of banning and throwing them away. Maybe there is some kind of tag that prohibits this?
For non-combatants or for melee, this is a perfect thing.

Shield capacitor has BeltDefensePop tag instead of BeltDefense so ranged raiders spawn with them

Your shield belts don't appear to be working correctly in 1.4. There were changes made to how shield belts are defined. There is no longer a class called "ShieldBelt" that you can use for <thingClass>. For reference, the base game's shield belt now uses "Apparel" for <thingClass> and uses "CompProperties_Shield" to define the values for the shield.

Arcanant, It seems that the jump pack only takes up an additional equipment slot, so you can wear other things with it that do not take up an additional slot with that mod.

I think due to using BeltDefensePop on the jumpack shields pawns with guns are spawning with them. I am using Combat Extended though, but i believe the problem is the tags.
