The new DLC altered how tanks were coded. The developer is aware and looking into a fix last I heard, so hopefully an upcoming patch will fix this.

Quick update, fixed the tank size so the land tiles will no longer be contributing to the tank space. Apologies to anyone who'd already filled their tanks with active swimmers/territorial animals that now can't be housed!
