You need to control Kuat and have it's influence at 10.
If you haven't found out, you can get more influence by building certain structures in the planet. Check the descriptions of structures that have +1 or +2 influence when you build it.
As for your FTGU issue, that's gotta be an issue on your side. None of the files in the submod touch the FTGU files.
@dempseymoh Unfortunately submods for Empire at War are pretty limited. If two submods even touch the same file, there will be incompatibilities. I don't have time to create a merged mod that includes both Cooler's units and my changes, but if someone else does or if Cooler would be willing to do it, I have no issue with it.
