It might be conflicting mods and other stuff.

I uploaded the mod onto Mediafire.
http://www.mediafire.com/download/wb6q38959s9bb0a/monsoonhunter.vpk
Copy and paste the .vpk file into:
C:\Program Files (x86)\Steam\SteamApps\common\left 4 dead 2\left4dead2\addons
and then double click on it. A message should pop up to tell you it was installed!

Yeah,I get pounced and no music plays.The same happens when the charger is attacking.

It plays when you're pounced on by the hunter.
Maybe you're having a problem downloading it.
Is it listed in your in-game addon menu?
