That's the default model. Toggle on the console command in the description, and you'll have your wish.

npcs with little chef hats, that would be cute

It's more likely the chef hat came first, and they used it as a placeholder to experiment.

Wow, the chef hat originated from this. That's really cool. I never even heard of valve doing this, or the "npc_citizen_insignia 1".. You learn something new everyday.
