Oh wow! I can't believe I made such a silly error. I've fixed it and tested to be sure, and the file has been updated. Thank you for letting me know about that.
Either way, love the idea behind this mod. Playing as Venice (my favourite civ) was always a weird balance between wanting to buy city states or just ally with them, when really you should just be wanting to snap up all the city states, as par the whole Venice flavour.
The golden age is definitely too powerful and will be toned down. I've noticed that myself, and I plan to change it so it's no longer population-based.
Consulates I think I'll leave alone because that only affects the first vote. I've never seen a game where World Congress era wasn't already Industrial by the second vote. You also are still losing votes compared to having kept the Ally on the United Nations vote, so it's something of a trade-off, letting you get a bonus early but loss later on. Also, detecting the World Congress era might be a bit weird because there isn't a direct way to do it.
Merchant Confederacy I wasn't sure about. I don't want to make it a flat value, but I could drop the percentage. I need it to be high enough to matter even after stacking additively with other bonuses (like Market and Bank), but not too high.
Patronage is not the diplomacy policy branch. It's the city-state policy branch. That's where it makes most sense to place any city-state bonuses because that's its whole deal. A civilization that captures a city-state could also still be said to be its patron. You, after all, take care of the city, just more directly. Your patronage of the city is much more true if the city is left puppetted (Consulates only works in puppets to encourage this) and even more true if you married or purchased it as Austria or Venice. I also keep in mind that some players may be using the Diplo Marriage Mod (I do) to allow this in other civilizations. It seems like such an interesting concept that shouldn't be limited to just Austria, and if you're allowing peaceful capture of city-states, Patronage should certainly still give some bonuses.

Better put these in honor or autocracy (though I guess autocracy might come around too late to be a viable option).
This mod was much needed either way. :)
but nice city-states was a bit useless to capture unless it had some good stuff nearby
