There is a bug in which if you have puppeted city states, each and every social policy gained will trigger the golden age.

I didn't remove anything. The policies include their old benefits for peaceful diplomacy, plus their new benefits for war/Austria/Venice.

A problem I have with this is that you changed the whole policy tree for warmongering citystates. Its not bad you did it but the point of the tree is to win diplomatically not warmonger. If you add the key parts that boosted your diplomatic victory I would use this more.

Would like to know: is this mod compatable with Reform and Rule? RaR messes with the whole social policy tree. Is it possible to make this mod work (or for you to consider making this mod work) with RaR?

Either way, love the idea behind this mod. Playing as Venice (my favourite civ) was always a weird balance between wanting to buy city states or just ally with them, when really you should just be wanting to snap up all the city states, as par the whole Venice flavour.

I'm going to try this out again with Mongolia today if you'd like to hear it. This mod may be powerful only on Austria as for one, population isn't lost which means the GA lasts longer. And two, the gold buildings stay. And finally there isn't much of a diplo hit on Austria.

I should also note that I had all of these incomes just after industrial. Merchant confederacy should be really taken down simply because it's a snowball on its own for Austria. As you get the money you can then diplo marriage off more city states. The only city states that weren't part of my empire were the ones closest to Japan who is my strongest enemy. As you get more city states you get a ton more gold which then allows for more city state puppets. It's like playing a tycoon. Other than that everything else is fine. Scholasticism isn't too OP like MC mostly because you should never grow out your puppets. Less pop=more happy=less science.

The golden age is definitely too powerful and will be toned down. I've noticed that myself, and I plan to change it so it's no longer population-based.

Consulates I think I'll leave alone because that only affects the first vote. I've never seen a game where World Congress era wasn't already Industrial by the second vote. You also are still losing votes compared to having kept the Ally on the United Nations vote, so it's something of a trade-off, letting you get a bonus early but loss later on. Also, detecting the World Congress era might be a bit weird because there isn't a direct way to do it.

Merchant Confederacy I wasn't sure about. I don't want to make it a flat value, but I could drop the percentage. I need it to be high enough to matter even after stacking additively with other bonuses (like Market and Bank), but not too high.

After playing this with Austria I'm starting to have second thoughts. This really needs some rebalance. I had a 146 golden age, 1000 science, 600 gpt, 566 culture, liberty, patronage, and order were all maxed out and commerce is about to be finished. Consulates I think should be changed so the votes are only included in the industrial era as having 7 votes in rennaisance is too powerful. Cultural diplomacy is still cool, but I think merchant confederacy should be change to instead give a base value instead of percentage. Puppeted cities are almost always trading post spammed and with the continuous golden age I get like 75 gpt per city state. Just some feedback.

Now I don't have to periodically give hostile mercantile city states 500 gold all the time to offset my happiness. The newly changed consulates is overpowered. Like G&K Babylon overpowered. All you have to do is play Mongolia really. Thanks for the mod. ;)

Patronage is not the diplomacy policy branch. It's the city-state policy branch. That's where it makes most sense to place any city-state bonuses because that's its whole deal. A civilization that captures a city-state could also still be said to be its patron. You, after all, take care of the city, just more directly. Your patronage of the city is much more true if the city is left puppetted (Consulates only works in puppets to encourage this) and even more true if you married or purchased it as Austria or Venice. I also keep in mind that some players may be using the Diplo Marriage Mod (I do) to allow this in other civilizations. It seems like such an interesting concept that shouldn't be limited to just Austria, and if you're allowing peaceful capture of city-states, Patronage should certainly still give some bonuses.

I am also wondering (just as I see bhruno.dias aksing) what ever could be the reasoning in putting these policy changes into the Patronage tree? Patronage is the only diplomatic policy tree and should be the opposite of a military one!

Better put these in honor or autocracy (though I guess autocracy might come around too late to be a viable option).

AI likelihood to attack city-states has not been changed, but they already will commonly take over neighboring city-states, and Austria and Venice of course like to use their abilities whenever possible.

Genius, a very clever mod. Makes the Merchant of Venice actually useful, and BNW Austria more than just viable. Looks like Mongolia might be making a comeback too.

The only bonus that requires puppetting is the vote from Consulates. Everything else works just fine on annexed City-States. Consulates was intentionally limited.
