In Warhammer 2, this is a three line superintendency where we could only find two of the lines.
In Warhammer 3, I have no idea how deeply interdependent the core number is set yet or how many times it will be reconfigured.
I know there is some more freedom in what can be allowed, but have not invested the time yet to see where that freedom leads and on the flip side how many deeper restrictions are added to manipulate.
If you wish to try for temporary and to play with this, pull the same times from WH3 structure in PFM (export it), modify the numbers the same where they apply, leave this file intact, but delete any accidentally included lines of other entries for compatibility purposes, save, load, and try.
Anyone wishing to play that mod you mention is welcome to do so, but I cannot say anything about compatibility or balance as I have never used it.

If you want more diversity in Lords AND would like access to ranged undead, click my hosted mods and gram recruiting Vampire Sea Captains as Vampire Lords set to be horde type to build the require buildings to use both sets of units.
Does this affect the AI? Like, if I'm playing as lichdaddy, will I start seeing Vlad running around with a bajillion striggys?
I reread your comment and think you are misunderstanding. It is double released Bloodline Lords for the price of one. Where there would be a total of 15 normally (three each type), there are now a total of 30 possible (six of each type).
Using this little error as example, it is one thing to mod for yourself where you can overlook minor display information and another to mod for others where it all must be correct.
Yes, the tech is reorganized in Resurgence. It is also partially renamed. I can make a submod specifically for Resurgence, but for that I would need to ask permission and before I even do that I need to play that mod a bit to see balancing and what changes they already made. I have it and as soon as I have time to spend time playing I will.
