I'm also having a problem with citizens not using the mod, I think there's a blockage problem with the road and footpath that might also be interfering with citizen access. If the road is built before the footpath you can't place the footpath in any direction (indicating a blocking issue), however, if you put the footpath first, the road connection can still be made. I think this is the problem preventing citizens from accessing the mod.
