Oh right! Yo! Noble Cavity is treated as overseas, which is weird!(there are other weird issues with the Mayikrata underground, which I made a thread about, but Noble Cavity is the most egregious.)
It's your PCs, not this mod.
If I had a recording software I'd show off my ability to run this. Some advice, if 16 GB of RAM is all you have, you want an upgrade.
Point being. Your issues aren't the mod's fault, it very well could your PCs being unable to handle this.
Potato's won't be able to handle the Crusader Kings GAME, let alone this mod.
If you can't handle the base game without it crashing, you aren't going to be able handle a mod that changes and adds SO MUCH!

The description suggests the lower the ambient magic, the higher the AE's impact, not the lower.
