OK, so I don't know who said this, but using the jetpack mod to get on top of the Non controllable boats does work, and you are able to control them Although having to install a 3rd party mod that doesn't exactly feel era appropriate still isn't the greatest.

Miss my pack is cool, but You can only get into one boat. All the rest have to be AI control. And the only one you can control is the smallest, weakest boat. Cool on. But these things strongly pull it down.

If you can't get on the big ships, get the Jetpack by Something.... like that, land on the decks and click 'f' everywhere.

This mod is great but the AI needs a big update before it can reach it's full potential.
Also there's only an Raven Frigate and Eagle Man 'O War for me is there supposed to be team variants for them or am I just dumb?
