Both wrong. Navmeshes are for Nextbot NPCs.
AI Nodes are for SNPCS and NPCs.
Air Nodes are for Striders, and other things.

a map without a navmesh makes it harder for npcs to go around and follow you and stuff, a map WITH a navmesh makes them smarter for that map, i think

nav mesh is for npcs. so npcs can go around the city
